Methodology
The IPRising methodology is built on three design principles: structured signals, bilateral consent, and institutional governance.
Signal model
A structured capability signal is an abstracted, verifiable description of institutional capacity — without exposing the underlying asset.
Signals describe capabilities at a level useful for matching but not sufficient for replication. A lab might signal instrumentation precision, material classes, or cleanroom protocols without publishing its full process.
Signals are anchored to verifiable credentials: institutional affiliation, grant records, facility certifications, or attestations from trusted intermediaries.
Participants choose which signals to publish and which to withhold. Disclosure becomes a deliberate, bilateral act rather than a condition of being findable.
Signals can be combined into higher-order descriptions of regional, sectoral, or thematic capacity — useful to federal planners and corporate scouts.
Matching
Matching is not broadcast. A query reaches only participants whose signals satisfy it, and no contact information or underlying detail is exposed until both sides agree.
The discovery flow is intentionally asymmetric: one party specifies a need, the registry returns anonymous or pseudonymous matches ranked by signal fit, and the requesting party may invite a match to disclose more. The matched party controls whether to accept.

The registry returns ranked matches without revealing identity.
Both parties consent before any identifying detail is shared.
Governance
A registry that decides who may be found cannot be owned by a company that profits from the outcome. IPRising is therefore two entities.
Technology company
Builds and maintains the signal infrastructure, matching engine, and client tools. Holds the methodology and licenses the platform to the exchange under long-term terms.
Nonprofit exchange operator
Admits participants, sets disclosure rules, resolves disputes, and governs the registry. Neutral by mandate, with institutional stakeholders on its board.
Domains
The methodology is applied across three domains, each with distinct signal vocabularies and governance requirements.
Help industry find underutilized research instrumentation at HBCUs, federal labs, and MSIs. Signals include equipment type, precision, access models, and operator certification.
Help trade-secret innovators, patent applicants, and underrepresented institutions find partners, licensees, and investors without premature disclosure.
A separately governed instance for intelligence-community technology transfer, with air-gapped infrastructure and clearance-based access tiers.
Trust model
The registry does not rely on reputation alone. It relies on separation of powers: the technology company cannot alter the rules, the exchange cannot profit from individual deals, and participants retain control over their own signals.
This is the same structural logic that makes FINRA, the NYSE, and the Semiconductor Industry Association credible. IPRising applies it to the problem of visibility.
